Monument Sales Fees

We use two monument companies directly that give us a 25% return for every marker that enters our cemeteries from them. Lately we have had other monument companies selling markers in our cemeteries. Can we add fees, such as a staking fee, admin. fee, and a final inspection fee, to deter companies from selling in our cemeteries? Add these fees to all and then waive the fees for our two companies that give us a 25% return? Would this be legal?
