Lot Ownership Following Passing of Original Lot Owner

Our office would like some guidance concerning lot ownership following the passing of the original lot owner.  If a family cannot produce the original deed to a burial lot and the original lot owner is deceased, what family order would your office follow to identify the individual(s) who have burial rights to the lot?
